Underdevelopment is a structural issue within the state of California where large
populations cluster in coastal cities and less dense settlements of people are spread
throughout vast regions of the state. The Coachella Valley is one such vast region, a
microcosm of the extreme inequities existing in California. Rural residents within the
larger metropolitan region of the Coachella Valley are at risk for health disparities due to
environmental degradation and lack of community planning and investment. CIRS, as a
member of Alianza, sees the Coachella Valley as an opportunity to develop innovative
approaches to sustainable development and smart growth in an equitable manner
through complete community engagement.
